Clock Tower, Southampton - Vintage Postcard

I would really love to say that the postmark on this card is legible! I know what I want it to say - however, the only bit of information that I am truly reading says "7PM."
This is a wonderful vintage (circa 1920's) postcard of the "Clock Tower, Southampton." It is a used, divided back card featuring a real photo with people on bicycles, horseback, walking, and driving in a Model A Ford convertible? If I am wrong on this, please help me out - 1960s and 70s' Chryslers - no problem! But, this car is a bit out of league....
The Clock Tower is wonderful in this photograph. Can you hear it chiming the quarter hour while it looks down on all the busyness below?
Condition: The condition of this card is: Acceptable. The corners are bumped and there are creases at the corners. The photo itself has become dirty from handling over the years. This is a postally used, divided back postcard with an intact 'one penny' stamp and postmark.
