The Beach and Pier at New Brighton - Vintage Postcard

This looks to be the 1940s. Dresses are long but still below the knee. Men are still wearing suits to the beach. Over on the left, about an inch up, there are two wheels. I have been trying to figure out what this is. It looks are the right size for a hose reel, but what would that be doing there?
Condition: Excellent! No problems, corners are sharp and clean. This is an unused, black-and-white, real photo postcard.
